Play Things v1.2.7.1 Patch Notes

Quick patch! 

• Dolls would start flying next to the player cursor if they were placed on the chair, taken off the chair and then placed on the chair in a span of 0.2 seconds. 
• The drop cooldown was reduced to two in-game ticks, not 0.2 seconds

I am sorry for this one, fixing one bug created another, what a headache! Hopefuly, this fix will not bring any more pesky bugs
